District Council meeting

Overview

The District Council serves as the administrative governing body of the District, operating with powers delegated to the District council by the Board of Directors of Toastmasters International.

The District Council meets twice each year. The next meeting will be held on 11 May 2024 at 10am. It will be held in hybrid format: during the annual District conference and online.

This meeting of the District Council is to review progress on the District goals, vote on proposals for realignment and other relevant motions, and elect the incoming District leaders for the 2024-25 term.

Registration

Members of the District Council include the Club President and Club VP Education of each active member club, plus Division Directors, Area Directors, District Director, Program Quality Director, Club Growth Director, PR Manager, Administration Manager, Finance Manager and the Immediate Past District Director.

Other members of the District and guests of the Direct Director are able to attend the meeting, but are unable to vote.

Members of the District Council must register in advance in order to be recognised to vote.  Whether you are attending in-person or online, you must complete the online registration before the registration deadline.

 

The registration deadline is 12 noon on Wednesday 8th May 2024.

Voting

During the meeting, members of the District Council will vote to make decisions on topics such as club alignment, the election of District officers and other matters for which the District Council is responsible.  We will use the Election Runner an electronic voting system for this. Members of the District Council that have registered before the deadline will be able to vote using this system. Watch this video for a demonstration.

Motions

There are no motions on the agenda for this District Council meeting.

A motion is a proposal that is put before a meeting for discussion and a decision.  At meetings of the District Council, Council members will consider and vote upon proposals that help with the effective administration of the District.

The District Director issued the first call for motions on 11 March 2024.  A final call for motions was sent on 1 April. The deadline for motions was Friday 12th April and has now passed.

To be considered by the District Council, motions must follow the rules described in Robert’s Rules of Order.  The District Director consults with the District Parliamentarian and Toastmasters International World Headquarters to ensure that it meets the criteria for consideration.  As a guide:

  • It needs to be specific, concise and clearly defined
  • It cannot be in the form of a question or statement
  • It has to be actionable by the District Council.  That is, it has to be within the powers delegated to the District by the board of Toastmasters International
 

Elections

Elections for District leaders for the 2024-25 Toastmasters year will take place during the meeting.
