The Administration Manager is responsible for maintaining the historical records of the District, recording and distributing meeting minutes, and otherwise maintaining accurate, timely records of District business.

The Alignment Committee Chair leads the Alignment Committee
Alignment Committee Members represent each Division within the District during alignment planning discussions
Area Directors provide support and guidance to the officers of clubs in their area. They hold regular Area Council meetings to share knowledge, highlight issues, plan activities and lead the creation of new clubs. Excellent Area Directors demonstrate strong leadership qualities that inspire and motivate others. They lead by example, setting high standards, embodying core values and fostering a positive and inclusive environment. They have good organisational and planning skills, demonstrate a high level of commitment to their role and are able to build strong relationships.
Audits District accounts and confirms that spend is in line with the mission
Provides expertise on all aspects of contest judging
The Club Coach Program supports clubs with 12 or fewer members by pairing them with experienced Toastmasters who help rebuild membership and restore club quality. A Club Coach works closely with club officers and members to create enthusiasm, structure, and progress toward achieving Distinguished Club status. The coach provides hands-on support for at least six months, helping the club strengthen its foundation and sustain long-term success.
Club Coach Requirements
There are specific requirements that a member must meet before they can become a Club Coach. Note that the requirements were updated by Toastmasters International in 2021.
In order to be appointed as a Club Coach a member:
- Must be a paid member in good standing
- Must not have been a member of the club they will coach within the previous six months
- Have been a member of Toastmasters International for a minimum of one year
- Must not join the club they are coaching at any point during the appointment
- Have previously served as a club officer for one annual term or two semiannual terms
- Have completed the Club Coach Training module located in Base Camp under the Tutorials and Resources section.
- Must spend a minimum of 6 months and up to 24 months*
- Have completed a minimum of Level 2 in any path
- Must request the Club Growth Director to submit their appointment to World Headquarters for processing, which also be signed by the club and the coach.
- Cannot be coaching two clubs at the same time
- Coach is to submit a preliminary report with in 30 days to Club growth Director
- Coach is to submit a progress report every 60 days thereafter to the Club Growth Director
- Coach is to submit the final report to the Club Growth Director after the 1st of July after club receives distinguished status.
*The Club Coach appointment lasts to June 30th of the current program year if the club becomes Distinguished or better. If Distinguished club status is not reached in the initial program year, the assignment will be extended to June 30th of the following year. If in this two term time the coached club does not reach a distinguished club status the coach will not get credit towards their DTM.
The Club Growth Director is responsible for all aspects of marketing, club-building, and member- and club-retention efforts within the District. This includes defining an overall marketing strategy for the District, developing outreach and retention efforts with existing community and corporate clubs, and penetrating new markets. Additionally, the Club Growth Director supports challenged clubs and helps them to become Distinguished.
Club Growth Team Leads support teams of people that focus on new club growth, club retention and the growth of club membership.
The Club Growth Director appoints leaders to the following teams:
- HearthKeepers - serve the members of their own club by participating in fun challenges that encourage new members and lead to member retention
- Firestarters - help new clubs get started by being a club sponsor
- Guiding Lights - support new clubs in achieving excellence by being a new club mentor
- Rekindlers - help low-membership clubs to thrive by serving as a club coach
- Bright Sparks - help organisations discover the benefits of Toastmasters
A Club Mentor in the Toastmasters International framework is an experienced Toastmaster who guides and supports a newly-chartered club as it establishes itself. The mentor’s role is not to run the club, but to share their experience, point the club toward best practices, help build club culture, and encourage excellence. As per official guidance: “Your responsibility is not to run the club but to let it know its options and guide it toward excellence.” The term typically begins at charter and lasts for six months to one year.
Mentor Requirements

In order to be appointed as a Club Member a member:
- Must be a paid member in good standing
- Appointment paperwork (application to organize form 1 or email WHQ – newclubs@toastmasters.org when chartering) must be sent to WHQ within 60 days of charter
Mentor Recognition
- Each mentor receives a pin upon assignment.
- A certificate will be sent to each mentor upon successful completion.
- Mentors are recognised in May at the annual district conference.

The District Director is responsible for directly overseeing and managing the District’s day-to-day operations, finances, and human resources.
The District Director empowers the District leadership team to work together toward the District mission, while supporting each one in his or her development as a leader.
Evaluates and nominates candidates for District leadership and officer roles
The District Parliamentarian holds a vital position in upholding proper procedure, protocol, and governance within the District. Responsible for ensuring meetings are conducted in line with Toastmasters International rules and established etiquette, the District Parliamentarian plays a crucial role in maintaining the integrity and professionalism of District activities. This role requires attention to detail, excellent communication skills, and a commitment to preserving Toastmasters International core values.
Manages supply and replacement of District regalia
The Division Director's role is to lead and support the Division through the supervision and support of the Area Directors. One of the primary goals as a Division Director is to ensure that each club achieves its mission and fulfills its responsibilities to its members. To achieve this, Division Directors coordinate Division activities, set Division goals, and assist in the training of Area and club leaders.
The DTM Chair leads the District 71 Distinguished Toastmaster support program, which is a community dedicated to helping members reach the pinnacle of the Toastmasters educational journey. The Chair creates a structured yet inspiring environment where aspiring DTMs connect with mentors, plan projects, and celebrate milestones on their path to excellence.
DTM Champions act as the local driving force for Distinguished Toastmaster development within each Division. They identify and encourage aspiring DTMs, helping them understand the path to achievement and connecting them with mentors, projects, and leadership opportunities that bring the journey to life.
DTM Mentors are experienced Distinguished Toastmasters who share their wisdom to help others achieve the same distinction. They provide personalised guidance, encouragement and accountability, ensuring that each aspiring DTM feels supported and inspired from the first step to final submission.

The Events Team Chair leads the Events Team
The Finance Manager is tasked with the fiscal oversight and management of the District. The Finance Manager works closely with the District Director, Program Quality Director, and Club Growth Director to ensure that the District is making cost-effective decisions—within policy—that result in effective fiscal management.

The Immediate Past District Director provides counsel and guidance to District leaders and plans, directs, and organizes projects and committees as requested by the District Director. One of the major responsibilities of this role is to ensure the incoming District Director receives all pertinent District documents prior to June 30. Other responsibilities include serving as a member of the District Executive Committee and District Council, upholding the bylaws and policies of Toastmasters International, encouraging dedicated members to accept leadership positions, and helping the District achieve Distinguished recognition.
The Lead Management Chair leads the team of people that identify and contact people to discuss the possibility of starting a new Toastmasters club in their organisation or community. By doing so they contribute to the long-term success of the District and Toastmasters International by building a strong pipeline of prospective new clubs.
The Chair helps all team members develop the knowledge and skills required in order to perform their roles effectively. They encourage high performance from all team members and create a positive team environment.
Lead Managers are responsible for identifying and contacting potential leads to discuss the possibility of starting a new Toastmasters club in their organisation or community. They develop their communication and influencing skills. By performing this role, they build the pipeline of new clubs that ensure the sustainability of the District and provide more opportunities for people to learn with Toastmasters.
The Pathways Chair leads the District’s effort to raise awareness of the Pathways Learning Experience and help members and clubs navigate the system confidently. This role will design and deliver engaging online presentations, develop support materials, and create the environment in which clubs and members understand the benefits of Pathways.
Pathways Champions serve a local Division by providing Pathways awareness and support. You’ll be the go-to person for club leaders and members in your Division, organising workshops, Q&A sessions and onboarding events. The goal is to help all members choose and navigate their Pathways journey with confidence.
Writes an original poem each month and leads 2 workshops to inspire members across the District
The Program Quality Director is responsible for all aspects of education and training within the District. This includes supporting quality club programming efforts, promoting the Distinguished Club Program, and planning and executing the District conference.
The Public Relations Manager is responsible for coordinating publicity efforts in the District. By establishing and maintaining lines of communication between the District and its members, as well as between the District and the public, they work to increase awareness of Toastmasters through all available media.
